On my world, there is a creature revered by the Ancients. It is called the honey badger, and it doesn't care.

Another guess is the honored Volatilus - he has led us in many situations, including the ceremonial. He's also himself a master of caves and hunts.

He's brutal - that could accomplish the "doesn't care" part.

Sounds like a dwarf! TH' mayor part confuses I, though. That's not my guess, though - I want ta think on it more.

I noticed that "mayor" has a different possible spelling: Mare.

Mares are rich in mythology. Poseidon, god of the ocean, designed them to appeal to Ceres, goddess of the moon.

The moon has great cold deserted oceans - and they're called Mares.

The moon itself is distant, cold, heartless - so I guess "The Moon."
